Adjusted for the size of each state's provider base, Pennsylvania has the highest rate of recorded ownership change of the seven covered states, at 23.7 recorded changes per 100 Medicare-certified providers, and California the lowest at 7.7. Raw counts favour large states and say little; the rate is the comparable figure.

Why the Rate Is the Number Worth Citing
Texas records the most changes of ownership in absolute terms of any state covered here, which is unsurprising: it has the largest provider base. The rate answers the question a raw count cannot, which is whether a state's licences are actually turning over faster than its peers. Rates are computed from the same public CMS files that back every page on this site.
